The change is currently happening in a test build, but you will not be able to get Windows 11 without having a Microsoft account. Previously, you can avoid setup screens that you usually want to see in Windows Installations to pay.

Windows Insider Program Lead Amanda Langovsky Says in a blog post That setup screens on Monday – Windows setup experience (or “out of box experience”) – this is important when installing.
Langovsky said, “Although these processes were often used to bypass Microsoft Account setup, they unknowingly skip critical setup screens, potentially users came out of the OOB with a device that was not fully configured for use,” Langovsky said.
Several months ago, Microsoft disabled “bypassosar command”, with which people could install Windows 11 without being on the Internet or without Microsoft account. This week’s amendments also removed the “Start MS-CXH: locally” command, which helps people install OS locally. This is the final step in removing the ability to install Windows 11 without being connected to the Internet.
